Inspector Seol Ji-hwan has never broken a rule. Then a trial witness drowns in a locked, bone-dry hotel suite, seawater in his lungs and a black knotted cord on his wrist. The knot leads to Raven Sinclair, a witch-for-hire who sells petty curses from a basement under a Euljiro laundromat, and who swears she burned that spell six years ago. Two witnesses are dead, the case is being buried from above, and the only way to stop the next drowning is to keep the witch very, very close.
